New MIL-STD-690 Revision D with Change Notice 1 issued for Failure Rate Qualification

MIL-STD-690 D, “Failure Rate Sampling Plans and Procedures,” has been modified by the new Change Notice 1.  The consolidated update is available from Document Center Inc. as a paper document or pdf download.  The changes primarily focus on the addition of “F” and “V” failure rate levels.

MIL-STD-690 provides guidance on failure rate qualification and sampling plans for meeting failure rate confidence levels for military electronic parts.  The use of lot conformance inspection procedures is covered.  Figures and tables in the standard are based on exponential distribution.

In certain cases the use of Weibull distribution may be used for certain components like capacitors.  However, the supplier must get approval from the government customer prior to making any substitution.

The changes are marked by an asterisk in the margin as an aid to the user.  There is also a 2-page section at the beginning of the document with a list of modifications as well.  Changes are spread throughout MIL-STD-690 Revision D.

Military standards referenced are:

  • MIL-STD-790, Revision G with Change 1, “Established Reliability and High Reliability Qualified Products List (QPL) Systems for Electrical, Electronic, and Fiber Optic Parts Specifications,” and
  • MIL-HDBK-217, Revision F with Notices 1 and 2, “Reliability Prediction of Electronic Equipment.”

The use of statistical methods to set performance parameters is widespread in the electronics industry.  FMEA, “Potential Failure Mode and Effects Analysis,” is another of our popular standards on the subject, as well as the IEEE-1332 pdf edition, “IEEE Standard Reliability Program for the Development and Production of Electronic Products.”
